The ward pays for a simple quake breaker; a contractor from the ward’s partner group installs it on your panel. One application per household; the device is not handed out on its own.
General applicants (living in or owning a house in Suginami): installation fee ¥2,000 flat, paid on the day.
Free (fee also covered): households in fire-risk rank 5/4 areas (rank 5: Koenji-kita 3; rank-4 areas listed on the page), 65+-only households, households with a disability handbook holder (身体/愛の手帳/精神), households receiving 難病患者福祉手当, and households with someone registered in 地域の手.
Apply online or by post/in person to 防災課 (City Office west bldg 6F). Renters need the landlord’s consent form. Installation usually 1–2 months after the approval notice.

75 designated emergency evacuation sites (74 designated for earthquakes) and 78 designated shelters in the national open data. Saved on your device after your first visit, so it works offline.
Read before using this list (GSI’s own notes, translated):
This data is what each municipality registered about the evacuation sites and shelters designated by the mayor under the Disaster Countermeasures Basic Act (Art. 49-4 and 49-7). It may not be the latest, or some facilities may not be listed, so always confirm the latest details with the ward.
Understand the difference between a “designated emergency evacuation site” and a “designated evacuation shelter”, and that evacuation sites are designated per type of disaster.
The data is updated from time to time.
Designated emergency evacuation site (指定緊急避難場所): “a place to evacuate to urgently to protect your life from the danger of a disaster. Designated for each type of disaster, such as landslides, floods, tsunami and earthquakes.” Designated evacuation shelter (指定避難所): “a facility where disaster victims who have evacuated stay for a certain period after a disaster.”
